engineering support for rotating apparatus, substation acceptance and
maintenance testing and engineering support. At National Switchgear – I
was responsible for starting their Power Electronics repair services for wind
turbine components. I recognized the need for third party component repair
services and put together the technical team to reverse engineer and develop
procedures for the electrical and mechanical repair of the Vestas V-47 RCC
units. As
of 2008, National Switchgear now has a contract from Vestas to repair 300
VRCC units this year! Wind farm construction site experience and
knowledge:
For
the last 8 years, I have quoted and won many wind farm construction projects
for testing, start up and commissioning of the uptower power conductors and
major components, collection systems, project substations and utility
interconnect substations. I
have been shown through my site O&M contacts the tower foundation and
erection process for GE and Vestas turbines. I have had discussions about the
foundation problems at American Electric Power’s “Trent Mesa” site. I have a
basic understanding of “torque and tension” specifications and requirements. I
have been closely involved with every phase (electrical) of wind farm
projects from budget pricing, construction proposals and project management
through testing and start up. See my resume for other construction projects
and experience. Development experience (2006)
Southern Methodist University, Dallas, TX – Michael Vangeli P.E., Assistant
Energy Manager for SMU and I went TX Big Spring LP, a 40MW farm operated by
Caithness Operating CO. for the purpose of determining the feasibility of
adding 5MW to 10MW of wind generation to SMU’s portfolio. We evaluated
turbine selection, electrical interconnection and metering/monitoring. This
was a novel idea as I had suggested “adding on” to an existing site and have
Caithness Operating contract for the O&M. (2006)
Hunstman Polymers, Odessa, TX – Robert Wood P.E., plant electrical engineer,
and I looked at adding a single large MW turbine to their facility for the
purpose of improving their ecological image and to offset their enormous
electrical consumption. We looked at a surplus V-47 and Clipper Winds’
2.5MW unit was also considered. We selected adjacent property owned by
Huntsman and assessed the best electrical interconnection point of the
plant’s 4160V internal electrical distribution system. Metering, monitoring
and protection were also budgeted. (2005)
Baculite Mesa, Pueblo, CO – Land owner Norman Vaux, Canon City, CO city
councilman Paul Kindle and I went to the property. We located a
communications tower suitable for initial anemometry data collection. I
surveyed the property and located a 138kV transmission line at the S.W.
corner of the property for the interconnection. Pueblo is a large, very close
load–center for to accept the generation making it more attractive to XCEL
Energy. I made a basic, preliminary assessment and presentation to Norman
Vaux to show how that all of the basic elements where present for developing
a productive wind farm. Sterling
City, TX – Reece Stewart, large land owner and I surveyed his property for initial
turbine placement. We located the nearest TXU transmission line and
determined that 2 halves of his property could be used for development. I
believe FPL Energy’s “Capricorn Ridge Wind Farm” phases 1, 2, 3, 4, and 5 are
at the location now. Each phase is an even mix of GE and Siemens Turbines.
Phases 6 – 8 are planned for completion by end of 2009. I
am aware of, or familiar with, with the basic requirements of small, medium,
and large wind development. Starting with wind resource assessment, archeological,
geotechnical and avian surveys, finance sources, land owner negotiations,
permitting, legal services, turbine specifications, construction of
collection and substation systems, transportation requirements. Utility
interconnection studies and requests, Power Purchase Agreements (PPA’s),
commissioning and startup of the turbines and electrical systems. Site
Management software and SCADA systems and the most important piece of
equipment, The Revenue Meter. Expertise I have been a successful Outside
Technical Salesman for the Independent Electrical Testing and
Engineering Services business for the last 14 years. My primary job
responsibilities are to develop and manage multi-state sales territories and
